CONSTRUCTION QUALITY MONITORING AND SUPERVISION OF KERALA RURAL WATER SUPPLY AND SANITATION AGENCY (KRWSA) PROJECTS IN VARIOUS DISTRICTS OF KERALA

The World Bank assisted Kerala Rural Water Supply & Environmental Sanitation Project in Kerala State is being implemented by KRWSA. The primary objective of the project is to improve the quality of rural water supply and sanitation service delivery to achieve sustainability of all investments and health benefits. It also includes institutional strengthening for demand responsive approaches in planning, implementing and managing service delivery on a sustainable basis and construction of water supply and environmental sanitation facilities and statewide sector studies. The project includes design and construction of drinking water supply schemes, related ground water recharging programmes and environmental sanitation works. Most of the works are constructed by the beneficiary committees (BCs) themselves with technical assistance from support organizations and guidance and monitoring by KRWSA.

CED was selected as the Consultant to monitor the quality of construction and the supervision of the support organizations under the project in the districts of Kozhikode, Malappuram and Thiruvananthapuram. The scope of the work included interaction with BCs, SOs and KRWSA officials for checking the implementation of water supply schemes and provide clarifications about drawings, specifications and any other items sought by the SOs, inspection at random or as specified and certify that the works are implemented as specified in DSR, inspection of the works at random and ensure that the project works, goods and services procured by the BCs/ community for implementation of the project are in conformity with the required quality, ensuring that the brand names of the materials procured are those indicated in the performa invoices and the quantity is as per the supply order, ensuring that the pump set selected will be appropriate as per the yield of the source and that the class of the pumping main is in conformity with the total head of the pump, checking whether material procured is of ISI mark and whether the material is procured from an authorized dealer or manufacturer and whether the goods are of the desired quality, carrying out random but simple checks at frequent intervals to ensure compliance with the standard specifications in respect of the quality of construction of project works and the quality of construction materials used in the project works, suggest remedial measures or improvements in the quality of works and quality of supervision, witness hydraulic testing of reservoirs and pipelines, providing technical expertise if required for certain specialized items of works such as construction of overhead water tanks, infiltration wells, works related to ground water recharge measures or any other task and organizing one or two GP level meeting in each GP of the implementing BC representatives and SO to provide them awareness required for quality control and provide simple tips to achieve quality.
